Substances in Building Materials Subject to Authorization

More and more building materials are subject to the authorization required of substances of very high concern (SVHC). For example, the following are subject to authorization: Certain flame retardants in insulation materials, plasticizers in PVC, paints, adhesives, sealants, and pigments that contain heavy metals.

It’s important for manufacturers of building materials if the material in question is part of a mixture or a product, given that most of the requirements of chemical law apply only to mixtures. Mixtures include plasters, adhesives, sealants, and cement. Products, however, include floor coverings, insulating boards, engineered woods, and precast concrete.

A recent German article by Dr. Johanna Wurbs of the German Environmental Ministry provides a good overview of the situation. A table at the end of the article displays a selection of SVHCs given in the list of candidates and in Annex XIV that might be contained in building materials.
