More Rigorous Safety Standards for Toys in the United States and Europe

ASTM International , an U.S. standards organization, wants to revise its specification for toy safety (ASTM F963) and will soon submit its draft to the U.S. Consumer Product Safety Commission (CPSC) for final review. If the CPSC has no objections, the new specification will go into effect in 180 days. The specification is part of the Consumer Product Safety Improvement Act (CPSIA), a law that defines inspection and documentation guidelines along with threshold values for various chemicals.

The revised specification contains new elements regarding the permissible amounts of heavy metals in labels, printed textiles, and so on. It also describes new testing methods.
Since 2009, all toys marketed in the United States must abide by the specification. It is considered the gold standard for toy safety.

Safety guidelines for toys are also being updated in Europe. Annex II of Toy Directive 2009/48/EC is being supplemented and the threshold values for lead are being drastically reduced. The new directive takes effect in September 2018.
