Cosmetic Ingredients: EU Commission Publishes Glossary

The EU Commission has published Decision (EU) 2019/701. The document contains a glossary with common names of ingredients that are to be used on the labels of cosmetics. The common ingredient names listed in the updated glossary apply as of May 8, 2020.

According to Article 19, Paragraph 1,Letter (g) of Regulation (EC) No. 1223/2009, the classification information on cosmetic ingredients must be covered by a list of contents. According to Article 33 of the Regulation, the EU Commission must create and update the glossary. This update was necessary because of the high number of new contents that came onto the market every year.

The Decision highlights that no International Nomenclature of Cosmetic Ingredients (INCI) name exists for many of the ingredients used in perfumes and aromas. That’s why “perfuming names” apply to these ingredients. In addition, for colorants other than those intended for coloring hair, the nomenclature of the Color Index applies.
